The figure comes from Immigration New Zealand's annual report.
It reveals pre-arrival screening showed the potential passengers wouldn't meet entry requirements.
Another 2500 people were referred for immigration checks at the airport, and of those almost 800 were refused entry.
The oldest person denied access to the country was 79.
