Turkey Rally Runs Out of Steam as Erdogan Sows Policy Doubts
(Bloomberg) -- The wheels are coming off the lira’s best start to a year since 2012 after President Recep Tayyip Erdogan rekindled doubts over the direction of Turkey’s monetary policy.The currency had appreciated more than 1% against the dollar this year -- adding to a 14% rally in the last two months of 2020 -- before Erdogan on Friday repeated his long-held belief that high interest rates fuel inflation. Since then, it has weakened almost 2%, the worst performance out of 24 major emerging-market currencies, and options traders have turned the most bearish on the currency since November.The turnaround suggests some investors may be losing faith in what’s amounted to a change of stance in Turkey. Erdogan’s comments are his first criticism of economic management since November, when Naci Agbal was appointed central bank chief and pledged to follow a more orthodox policy approach to help stem a slide in the lira. Agbal has overseen a cumulative 675 basis-point increase in Turkey’s benchmark interest rate since taking over as governor.“We are skeptical,” said Zsolt Papp, an emerging-markets debt investment specialist at JPMorgan Asset Management in London. “Was that really a policy change or just a tactical move to relieve the market? We want to know. Some caution is warranted.”Speaking to local businessmen, Erdogan said that higher rates were “bankrupting” many Turkish companies. He did, however, emphasize that price stability is a top priority for 2021 and said he would express his opinion on interest rates “whether they listened or not.” The monetary policy committee’s next meeting is on Thursday, and most economists in a Bloomberg survey predict Agbal will hold the benchmark rate at an 18-month high of 17%.Agbal ended a complex rate-corridor structure instituted by his predecessor, Murat Uysal, after it failed to prevent the lira’s slide. He moved Turkey to a more orthodox framework where all funding is provided through the benchmark rate.The lira declined 0.4% to 7.5046 per dollar as of 4:53 p.m. in Istanbul, after earlier slipping as much as 0.9%. The premium on contracts to sell the lira versus the dollar in a week’s time over those to buy climbed to 2.90 percentage points, up from 2.7 percentage points Friday. Yields on 10-year local bonds rose for the second day and headed for the highest since April.The Turkish currency is also approaching its 50-day moving average, a key support level. Italy’s Conte Calls on Lawmakers to Back His Plan to Govern
(Bloomberg) -- Italian Prime Minister Giuseppe Conte urged lawmakers to rally behind him and back his program to continue governing, as he struggles to bolster his coalition after the defection of a junior ally.“It is possible to find once again among parliamentary forces an agreement on reforms to relaunch the country,” Conte said in Rome on Monday. “Help us, help us to restart as fast as possible.”Conte, who’s in his second term as premier, made his appeal in the lower house ahead of a confidence vote due Monday evening. He was seeking to recruit pro-European centrists, unaffiliated lawmakers and even potential defectors from the small Italy Alive party headed by ex-premier Matteo Renzi, who ditched the ruling coalition last week.While the 56-year-old Conte is expected to win an outright majority in the lower house, he faces a tougher fight in the Senate on Tuesday where he may manage to muster only enough votes to limp on as head of a minority government. The weakened premier might then have to spend weeks seeking backing for a broader administration with a new program, officials said.Recovery FundIn his comments Conte focused on decisions over spending Italy’s share of the European Union’s recovery fund -- the issue that triggered Renzi’s pullout -- and handling of the coronavirus pandemic. The result of the lower house vote is expected at about 8:30 p.m. Rome time.Making his pitch, Conte urged “transparent” backing for “an inescapable pro-European stand,” excluding anti-EU forces, to forge a new alliance and a government program to last until the end of the term of parliament in 2023. “Go home, go home,” opposition lawmakers chanted in reply.The premier, who led a euroskeptic coalition in his first government, also warned against more political turmoil, saying tensions so far have affected the spread between Italian and German bonds -- an issue which helped to force out ex-premier Silvio Berlusconi in 2011.“So far, political tensions have had no significant impact on investor confidence, unlike in earlier Italian political crises, due to the European Central Bank’s supportive monetary policies,” said Dennis Shen and Giulia Branz at Scope Ratings GmbH.To secure parliamentary support, Conte promised he would relinquish control of Italy’s secret services, giving in to criticism by Renzi and other parties, as well as of the agriculture ministry, which he took over following its minister’s resignation.Conte offered a lengthy list of priorities for a new government pact, ranging from the recovery fund to green-friendly measures, sustainable fishing, services for families and the elderly, digitalization and tourism.Anxious to win over members of Renzi’s party, Conte shot only a few arrows at his antagonist, mentioning “harsh, at times haphazard attacks.” And Conte did not replicate the withering attack he made when the League’s Matteo Salvini ditched the premier’s first coalition in the summer of 2019.Conte and his two main coalition partners, the Five Star Movement and the center-left Democratic Party, have ruled out working with Renzi after what they see as his betrayal. Auto CEO Little Known in Detroit Takes Over a $51 Billion Empire
(Bloomberg) -- The newly-minted merger of Fiat Chrysler Automobiles NV and PSA Group is poised to raise the global profile of an under-the-radar chief executive who will lead a vast and massively complex carmaker with quiet intensity.The market debut of Stellantis, the group formed by the Italian-American and French auto manufacturers, is a coming-out party for its leader, Carlos Tavares. The shares surged as much as 8.5% in Milan on Monday, valuing one of the world’s largest-volume carmakers at more than 42 billion euros ($51 billion).Tavares has spent a 40-year career rising up the ladder of an industry that birthed the modern day celebrity CEO, engineering impressive turnarounds while largely going unrecognized taking commercial flights in and out of Detroit.The wiry, hyperactive 62-year-old has shown little desire to be another Lee Iacocca, Dieter Zetsche, Sergio Marchionne or Carlos Ghosn. But whether he comes around to the spotlight or not, he’ll get much more of it steering an empire of roughly 400,000 employees and 14 brands into an uncertain future, where cars increasingly run off of batteries and software and the combustion engine meets its demise.“He’s not selling Carlos, and he doesn’t want to,” said Jim Press, an auto executive who worked with Tavares when the latter headed Nissan Motor Co.’s North American operations. “He develops people and organizations. The guy is a great businessman.”Automotive mega mergers have failed in simpler times. Before Daimler’s disastrous combination with Chrysler around the turn of the century, PSA’s archrival Renault acquired American Motors in a doomed deal the French company reversed from a little over a decade later.For Tavares to succeed with Stellantis, he’ll have to do more than just streamline and slash costs, the playbook he followed in bringing PSA back from the brink. The self-described “performance psychopath” also will have to prove his product chops and catch up on electrification in an era when little seems to matter more to investors.After a more than two-year effort to combine the companies, Tavares said Monday that management will focus on achieving the 5 billion euros of annual savings projected from the merger. “You can trust our management in our execution capability,” he said during a listing ceremony. “We are here to get the job done.”Racing RootsTavares displayed his early passion as a 14-year-old volunteer at the Estoril track near Lisbon, where he was born and raised. He has since competed in more than 500 races as an amateur driver and has said he became an engineer because he lacked the talent and money to race professionally. He was scheduled to drive a Lancia Stratos at an annual rally in Monaco this month before Covid-19 forced its cancellation.After graduating from one of France’s top engineering schools, Tavares started his career at Renault in 1981. He headed up partner Nissan’s North America operations for two years before becoming No. 2 to Ghosn at Renault in 2011.In an unusual power play for a top job, he told Bloomberg News in 2013 that since Ghosn was planning to stick around, he would be interested in running General Motors Co. or Ford Motor Co. He left Renault within weeks and took the helm of almost-bankrupt PSA six months later.The French state and China’s Dongfeng Motor Group bailed out PSA by participating in a share sale and 3 billion-euro capital raise. Tavares pruned the model lineup, cut costs and raised vehicle prices. PSA turned its first annual profit in three years.He applied similar tactics with Opel and Vauxhall, the brands GM cast off to PSA in 2017 after racking up about $20 billion of losses over two decades. London Stock Exchange Seeks Accelerated IPOs in Listing Review
(Bloomberg) -- London Stock Exchange Group Plc is pushing the U.K. government to shorten the process for companies to go public as part of a review of its listing rules, according to a person familiar with the matter.Initial public offerings in London take five weeks from publication of the registration document to a stock’s trading debut, after the U.K. market regulator tacked on an extra seven days in 2018 to allow unconnected analysts, from banks not working on the deal, earlier access to information.The LSE has suggested shorter timetables to the government review, the results of which are expected early this year. The proposals would still give unconnected analysts enough time to form a view about the IPO candidate and relay it to investors, according to the person, asking not to be identified as discussions are private.LSE declined to comment. The U.K. Treasury and watchdog Financial Conduct Authority didn’t immediately respond to requests for comment.These changes would bring the City’s listings more in line with swifter procedures on U.S. and continental exchanges. The longer timeline is particularly cumbersome now that companies are accelerating their IPO processes to avoid prolonged exposure to market swings.U.K. regulators are studying possible changes to the listings regime in an effort to attract more listings from innovative and fast-growing companies. LSE is said to back relaxing the 25% minimum free float requirement and allowing dual-class structures in the premium listing segment.The review comes as the U.K. has just left the European Union, with a deal on financial regulation still to be negotiated. London has also missed out on a black-check listings boom in the U.S., as its less investor-friendly rules for these offerings are seen as a hurdle.Another area of focus is retail participation in U.K. IPOs. The minimum marketing period for listings that include individual investors is six working days. The LSE has suggested relaxing this requirement, as issuers seeking to wrap deals up quickly tend to leave this buyer base out altogether, the person said.“The rules governing the retail IPO timetable are from an age of checks and postage stamps,” said Anand Sambasivan, chief executive officer of PrimaryBid Ltd., a fintech app that markets share sales to individual buyers. Digital technologies mean time frames can be compressed, “nullifying the main argument for excluding retail investors from public market debuts.”Still, changing London’s rules has its challenges. The U.K Investment Association, an influential fund management industry body, resisted softening the listings regime for state-controlled companies in 2018.
